Municipal Planning Bylaw Review

In order to determine which existing bylaws will require amendment, Planit Solutions, a group of local planning professionals based in Courtenay, was retained by Island Coastal Ventures to complete a detailed review of all municipal planning bylaws that regulate land use on the Longlands site. This work determined that Island Coastal Ventures will require, at a minimum, the amendment of the following regulatory instruments to accommodate a higher density development proposal:

  • Bylaw No. 2042 (1998), “Rural Comox Valley Official Community Plan (OCP)”,
  • Bylaw No. 2152 (2000) “Area B Electoral Area and Greenways Plan (EAP)” (Schedule D to Bylaw No. 2042)
  • Bylaw No. 2153 (2001), “Anderton Road Local Area Plan (LAP)” (Schedule E to Bylaw No. 2042); and
  • Bylaw No. 2781 (2005), “Comox Valley Zoning Bylaw”.

Island Coastal Ventures is confident that, based on its commissioned research, the intent of the proposed Longlands development project is in accordance with the majority of stated goals and objectives of the OCP, EAP, and LAP as applicable to the project. In addition, the Longlands project is in accordance with majority of these documents’ applicable advocacy goals and policies. The results of this research were instrumental in guiding conversations and design decision making that was part of the Site Adaptive Planning and Design  process.

Project Status:

The Longlands Development Project has been placed 'on hold' by the Comox Valley Regional District, pending more resolution on the draft Comox Valley Regional Growth Strategy.  Island Coastal Ventures Ltd. will seek to go before the EASC again in late spring/early summer of 2010.  In the interim, ICV will evaluate its current investment security and is likely to make a public statement soon on it's long term intent for continued investment in the Comox Valley.
